"It will not be a mission to round up women and children or detain people escaping violence and seeking a better life", Brown, a Democrat, wrote in a letter to the Trump administration.

Instead, California's national guard troops will combat transnational drug crime, firearms smuggling, and human trafficking.

On Saturday, five planners from the National Guard arrived in the Laredo border patrol sector, where they heard requests and operational input from Burwell and his staff.

The Coalition for Humane Immigrant Rights responded to Brown's announcement and said they agree that the National Guard "will not be used as an extension of President Trump's deportation machine".

Until Brown's letter on Wednesday, California had been the only border state that had not authorized a deployment of National Guard troops to support Trump's border security mission.

While the Republican governors of Texas, New Mexico and Arizona swiftly agreed to President Trump's request to deploy the guard, the lone Democratic border state governor kept absolutely silent for a full week. The president said he wants as many as 4,000 troops deployed, saying they will remain there until a border wall is complete.

The Laredo section of the Texas-Mexico border spans 170 miles and contains no walls or fences.

"There's always a dialogue back and forth between the Defense Department and U.S. Customs and Border Protection", Burwell said.

Their tasks would include monitoring remote areas, providing air transportation for humanitarian aid or Border Patrol agents and fixing sections of fencing.

"Issues of border security require the partnership of the federal government and our state and local allies to be successful".

The National Guard is not yet disclosing which units will be called up.

But even though each state that borders Mexico has agreed to deploy its guardsmen, questions remain regarding their objective and mission. We have a dearth of manpower.

"If [they] feel in their best interest to be armed, we will not inhibit that", McGuire said. Brown said in the letter that the California Guard members may be deployed at the border, the coast and elsewhere statewide.

In Arizona, Gov. Doug Ducey has so far sent 338 troops to the border, which KJZZ reports are "expected to give air and logistical support, help with reconnaissance and work on border infrastructure".

His decision comes after the Trump administration asked border state governors last week to send National Guard contingents to help defend the U.S. -Mexico border.
