The president's comments came after Moscow's ambassador to the United Nations warned of the potential consequences to Western intervention in Syria.

In Moscow, a senior Russian lawmaker said his country is willing to help arrange a visit this week for experts from the worldwide chemical weapons watchdog, the Organization for the Protection of Chemical Weapons or OPCW, to the site of a suspected poison gas attack in Syria.

Russia, a major Syrian ally, said Tuesday it will propose a United Nations resolution to investigate the alleged attack.

That followed comments from Moscow's envoy Vassily Nebenzia, who said Russian experts have already visited the site, collected soil samples, interviewed witnesses and medical personnel, and that no chemical weapons attack had taken place.

Mr Johnson discussed the situation with acting USA secretary of state John Sullivan twice on Monday.

He has been on the phone to leaders of France and the United Kingdom, who will likely take part in any strikes.

Meanwhile, Europe's airspace authorities warned aircraft to be careful over the coming days when flying close to Syria because of possible military action against President Bashar Assad's forces.

Families were reportedly found suffocated in their homes and shelters, with foam on their mouths.

Seven Iranians were among the estimated 14 people killed in the missile attack, and a senior Iranian official visiting Damascus said the attack "will not remain unanswered".

The US carried out air strikes a year ago after the Syrian regime used a sarin nerve agent in an attack at Khan Sheikhoun that killed 90 people.

The Daily Telegraph newspaper said May had ordered British submarines to move within missile range of Syria in readiness for strikes against the Syrian military that could begin as early as Thursday night.
