Previous presidents answered investigators' questions in these circumstances out of respect for law enforcement, a sense of duty and a calculation that refusing to cooperate with a bona fide federal investigation would carry a political price. More broadly, Giuliani defended not coordinating with White House staff.

Trump has changed his story several times since, initially backing up Giuliani's version in a series of tweets the next morning and later saying Giuliani didn't get his "facts straight".
