The measure, which was backed by all 49 Democrats and Republican Sens. Both USTelecom and NCTA were part of a failed lawsuit that sought to kill net neutrality rules, but they got their wish when the Federal Communications Commission voted to repeal them in December 2017. The rules are officially expected to expire on 11 June of this year and with U.S. midterm elections approaching, lawmakers may be considering their position ahead of countrywide voting. "Strong consumer protections from deceptive practices, including slowing promised internet speeds, can be implemented without the heavy-handedness of net neutrality". "They know they won't ultimately be successful, but they want to campaign on their desire to add new regulations to the internet".

Critics of the FCC's net neutrality rules, which have been in place since 2015, say they're anxious about consumers being forced to pay more for slower or less consistent service.

Even after its narrow victory in the Senate, the resolution faces a hard road through the House.

The repeal of net neutrality may not be certain yet.

The vote was a rare, and likely only symbolic, win for Democrats in the Republican-controlled Senate and a rebuke to regulators that approved a sweeping repeal of the Obama rules.

They were Susan Collins (R-ME), John Kennedy (R-LA) and Lisa Murkowski (R-AK).

Prior to the vote Senator Hassan spoke on the floor of the Senate, reinforcing the importance of protecting a free and open internet so that all hard-working Granite Staters and businesses across the country can thrive.

"Frontier, like all Internet providers, remains committed to the fundamental principles of Internet freedom - no blocking, throttling, or unreasonable discrimination based on the content of the communications", the company said in comments to the FCC.

Congress needs to reclaim its legislative authority from the FCC, and pass a law protecting consumers and small businesses from the worst-case-scenarios that net-neutrality was created to prevent.

Three Republicans joined with Democrats in voting to repeal the FCC rule that was scheduled to go into effect next month.

In a statement released Wednesday, Commissioner Jessica Rosenworcel said the vote was "a big step to fix the serious mess the FCC made when it rolled back net neutrality late previous year".

"Today, Senators on a bipartisan basis delivered passionate speeches about the importance of the internet and ensuring that consumers continue to enjoy an open and unfettered online experience". It's expected that if the House doesn't vote the measure down, Donald Trump will not sign it into law. Ed Markey, D-Mass., the leader of the Senate effort.

Net neutrality is a President Barrack Obama era rule that restricts internet service providers from arbitrarily controlling bandwidth access to specific websites and apps. Democrats argue that net neutrality is necessary to keep the internet free and give all companies an equal playing field.
