President Trump Orders Help For Coal And Nuclear Plants

The Trump Administration has determined coal-fired are vital to the protection of the nation's energy grid, according to a statement released Friday by White House Press Secretary Sarah Huckabee Sanders.

"Federal action is necessary to stop the further premature retirements of fuel-secure generation capacity", says a 41-page draft memo circulated before a National Security Council meeting on the subject Friday.

In contrast, in response to the draft memo, on behalf of the American Wind Energy Association, Amy Farrell, the group's senior vice president for government and public affairs, states, "Independent energy regulators, grid operators and other experts have gone on the record to declare that orderly power plant retirements do not constitute an emergency for our electric grid".

The idea of declaring an emergency under the Defense Production Act of 1950 (used by President Harry Truman for the steel industry) and section 202 of the Federal Power Act has been promoted by the chief executives of the coal mining firm Murray Energy and OH utility First Energy, both of whom have contributed heavily to President Trump's political activities. The move by Trump is also in line with some of his top supporters, including coal moguls Robert E. Murray and Joseph Craft of Alliance Resource Partners, who donated a million dollars to the president's inauguration. "Of keeping our plants, all of them, online, being able to deliver energy, no matter whether it's a natural disaster that we might see from a polar vortex, or it's something more nefarious, as a cyber attack from a terrorist state or some entity with bad intent for the United States", Perry said in the hearing on May 9.

The action by the Energy Department would represent an unprecedented intervention into US energy markets.

Both Sen. Joe Manchin, D-W.Va., and Rep. David B. McKinley, R-W.Va., have been encouraging Trump to use his power under the Defense Production Act and the Federal Power Act to protect power plants already investing in emissions control.

Solar power employs five times the workers as does coal, and does not pollute the environment.

"President Trump has directed Secretary of Energy Rick Perry to prepare immediate steps to stop the loss of these resources and looks forward to his recommendations", Sanders added. Perry argued that losing the plants could threaten the nation's power grid. U.S. Defense Department installations are 99 percent dependent on the commercial power grid, one reason that electric system reliability is vitally important to national defense and homeland security, the memo asserts.

Environmental groups like the Sierra Club have been pushing campaigns to phase out coal as part of the US energy grid and they say that even a "bailout" will not keep coal and nuclear plants open as the global market focuses more on natural gas and renewable energy sources.

Neither the Energy Department nor the White House gave an indication of when they might move ahead with the strategy.

The administration says the transfer will forestall coal and nuclear energy vegetation vital to {the electrical} grid from closing, however opponents say the requirement is basically a bailout for a dying business that the president promised to save lots of and can trigger People' electrical energy payments to get dearer. A coalition of natural gas and renewable power advocates told Perry that "power plant retirements are a normal, healthy feature of electricity markets", and therefore there is no emergency that would justify Energy Department action.

The proposal could have a big impact on PJM Interconnection, the country's largest electric grid, which covers Pennsylvania and much of the mid-Atlantic.

Invoking national security concerns could bolster the Trump administration's case in any legal challenges over the intervention, said Ari Peskoe, director of the Electricity Law Initiative at Harvard University.
