But for now, the government seems to have prevented an embarrassing defeat, and the Tory rebels have avoided the unpleasantness of colluding in the defeat of their Prime Minister. But there is going to be no binary choice of the deal on the table or no deal, with Parliament bypassed.

Earlier, Brexit minister David Davis told parliament a government defeat would undermine negotiations with Brussels and warned lawmakers the government would never allow them to "reverse Brexit".

After it was not clear whether that would win over potential rebels, a minister offered Grieve a compromise to discuss parts of his amendment that the government could adopt - a move aimed at warding off a potential rebellion led by the lawmaker.

While in the end, only two Tory MPs - Ken Clarke and Anna Soubry - voted against the government, there were clashes over how much of a say Parliament should get as the United Kingdom leaves the European Union, with one side accusing the other of trying to "wreck" Brexit - and being accused in turn of being "zealots" who wanted to sideline Parliament. Rebels have said they will challenge May's plans to leave the customs union during votes on other bills, on trade and customs, which will be brought back to the house some time before July 24.

The European Union Withdrawal Bill, a complex piece of legislation meant to disentangle Britain from four decades of EU rules and regulations, has had a rocky ride through Parliament.

MPs will on Wednesday debate a series of other amendments to the bill, which if passed, would seek to force May to change course and negotiate to stay inside a customs union and the single market after Brexit.

Ms. May's minority government relies on the support of Northern Ireland's Democratic Unionist Party for a slender working majority in the 650-member Commons.

The Bill will return to the Lords on June 18, kicking off a process of "parliamentary ping-pong" which sees it bounce from House to House until agreement is reached.
