"With 48 teams [in a World Cup], you need more than one country [to host]".

England bid for this year's tournament but lost out to Russian Federation despite being one of the favourites.

Blatter - who is serving a six-year ban from all football-related activity - is at the World Cup in Russian Federation as a guest of Vladimir Putin.

"I think that England or the island, deserved to organise the World Cup".

The 82-year-old was suspended for six years by FIFA in February 2016 from any football-related activity over a €1.8-million ($2mln) payment to Michel Platini.

No charges have yet been brought and Blatter has repeatedly denied any wrongdoing.

Blatter told Reuters in March he had been invited to attend the World Cup by Putin, with whom he has a long-standing close relationship, and he was "honored" to accept.

"I just saw him and said I have to take a picture with him", Mexico fan Maximiliano Vazquez said after taking a photograph with Blatter.

"Elections should be made by secret ballot, this is in the statute of Federation Internationale de Football Association and in the regulations", Blatter said.

England failed with their bid to host the 2018 World Cup, receiving just two votes in the opening round of voting in 2010 as the tournament was awarded to Russian Federation.

Blatter, who was suspended in 2015, also said he felt "abandoned" by Federation Internationale de Football Association and that he should have stepped aside earlier.
