The stark cover features President Donald Trump looking down at the already iconic image of a child, a two-year-old girl from Honduras, separated from her family and crying in distress at the US border.

But the crying child isn't alone on the cover. The image features President Donald Trump looking down at a tearful and frightened child asylum seeker with the headline "Welcome to America" printed above.

The cover is for the July 2 edition of the magazine, which will appear on newsstands the week of Independence Day.

In the stark photo illustration, the towering figure of Trump looms over a sobbing child, who is the subject of a now-iconic photograph taken recently by Pulitzer Prize-winning photographer John Moore.

"I could see the fear on their faces and in their eyes. I had to stop and take deep breaths", Moore told TIME Tuesday, describing his reaction to the scene of a two-year-old Honduran girl crying as her mother was being detained in McAllen, Texas. Editors chose to feature the image on the cover "due to [its] power". "All I wanted to do was pick her up".

Trump's June 20 executive order vowed to end the separation of families at the border, but details of family reunification and post-reunification plans are far from settled.

A representative for the Customers and Border Protection revealed that the Honduran mother and her child were reunited, and the two are now being held together in a detention centre. But in the immediate aftermath of the signing on Wednesday, questions still remain about what effect the order will have on the ground.
