German Chancellor Angela Merkel on Friday said an upcoming meeting of European leaders in Brussels would be a "first exchange" toward finding solutions and agreements to problems connected with migration.

The sum will be a "real budget with annual revenues and spending", said French President Emmanuel Macron after talks with the German leader, adding that Paris and Berlin hoped to have it in place by 2021.

News agency dpa reported that Bavarian governor Markus Soeder said Wednesday: "We can not launch extra shadow budgets now or try to weaken the stability of the currency". "Macron is making his country a candidate to become Italy's number one enemy on this", he said.

On Monday, CSU's leader and Interior Minister Horst Seehofer said he would wait for the outcome of Merkel's talks with European Union partners until end of June and from July 1 he will start implementing stricter measures at Germany's national borders.

On migration, Merkel's insistence on finding common European solutions to reducing migrant numbers and other issues has met stiff resistance in her own conservative bloc, leading to a showdown over the last week with her interior minister who has insisted some categories of migrants should be turned away at Germany's borders. "We have lots more to do", she said.

Popular misgivings over the migrant influx have given populist and anti-immigration forces a boost across several European nations, including Italy and Austria where far-right parties are now sharing power. "It would not be good if everyone did so to the detriment of others".

This "freedom of movement" allows citizens of European Union member states to live and work in any European Union country they please, but it also means once migrants cross over the bloc's external border, they are relatively free to move anywhere within the Eurozone.

Mr Macron said he would back financial sanctions for the bloc's 28 nations if they fail to take in a flurry of refugees that have proven asylum status in a move that has fanned the flames of the Brussels immigration crisis.

On Saturday, Sebastian Kurz, the Austrian chancellor, has suggested his country will reintroduce controls on its Italian border if Germany were to close its doors at their Austrian border.

Sources said Germany would want the Sunday meeting to produce a commitment from states like Greece and Italy to take back asylum-seekers who make it to Germany. "Hopefully a joint position that goes in the right direction".

German Chancellor Angela Merkel landed in Lebanon on Thursday night after concluding an official visit to Jordan where she promised a loan worth 100 million US dollars.

Anti-immigrant Interior Minister Matteo Salvini has said the ship, the "Lifeline", should take the migrants to the Netherlands since it is flying a Dutch flag.
