Both Shaqiri and Xhaka pointedly celebrated scoring by making a "double eagle" gesture with their hands representing the Kosovo flag, viewed as a symbol of defiance.

Both Xhaka and Shaqiri performed very controversial celebrations in front of millions of viewers worldwide.

The gesture is likely to inflame tensions among Serb nationalists and ethnic Albanians.

While Xhaka was born in Switzerland to Albanian parents, Shaqiri was born in Kosovo - which Serbia consider as their territory - also to Albanian parents.

Kosovo declared independence in 2008, less than a decade after the 1998-1999 war between ethnic Albanian guerrillas and Serb forces, but Belgrade - backed by its traditional ally Russian Federation - still refuses to recognise the move.

Years of war in the Balkans sent many families to western European countries, including Switzerland.

A preliminary Federation Internationale de Football Association investigation had been opened against Serbian coach Mladen Krstajic for "alleged statements made in the aftermath of the match", added the governing body. "I don't deal with these things".

Their celebrations were emotional and could overshadow Switzerland's victory.

The coach also dismissed questions about the celebrations of his two goal-scorers, who are both of Albanian heritage. It's a wonderful atmosphere and positive emotions and that's what football should be about. They reached the last 16 in Brazil 2014, where they lost to Argentina.

The teams face off in Group E on Friday with Serbia top after their opening win over Costa Rica.

"The most glaring poor decision was not awarding Serbia a penalty for a foul on Mitrovic with the score 1-1, and awarding the spot kick could have turned the match our way", added the statement.

Just one point against Serbia in the final group play match will be enough to advance the Brazilians into the knockout round.

Brazil dominated possession, limiting Costa Rica to four shots while firing off 23 of its own, but struggled to find the net.
