But it's the creation of a new "popular film" category that's stirring outrage among Academy voters and forcing yet another hard conversation about race in Hollywood, reports CBS News' Vladimir Duthiers. At a board of governors meeting on Tuesday night (07Aug18), when John Bailey was elected to a second term as president, Academy of Motion Picture Arts and Sciences members approved several changes to the prizegiving, including one that celebrates the year's biggest films.

"How can the Academy define what's "popular"?" The film, directed by Ryan Coogler, had been tipped for nominations in the more traditional Oscars categories, such as Best Picture, but many fans now fear that it will be sidelined. What those people, and the Academy, don't seem to realize is that something like Best Editing can be instrumental in making a character's performance and the overall story flow together so seamlessly.

In 2009, it expanded the number of best picture nominees from five to 10 in a bid to open up the competition.

In recent years, the Academy Awards have continuously suffered from low ratings.

Now, there's uproar that the Academy is trying to recognize movies like "Black Panther" without the prestige. Including past winners that are blockbuster films like Titanic and The Lord of the Rings: The Return of the King.

The Oscars have had a long history of passing over blockbuster films such as superhero movies and animated films, only putting those movies in the technical categories and not the categories with high honors like Best Picture. "My favorite joke that I've seen on Twitter concerning this issue was by somebody who quipped that had this category only been implemented sooner, Adam Sandler would have had 15 Oscars by now".

Earlier this year, the 90th Oscars on March 4 lasted almost four hours, and posted all-time low television ratings with 26.5 million viewers.
