A Category 4 storm could devastate the East Coast, simulation shows.

About 5.25 million people live in areas under hurricane warnings or watches, and 4.9 million more live in places covered by tropical storm warnings or watches, the National Weather Service said.

Almost 1000 prisoners in SC will not be moved from their cells, despite a mandatory evacuation order in the area. "If you haven't already evacuated, shore up your house as best you can", Samson recommended.

"We moved all the furniture up in case the water comes in but the water seems to be staying at the edge of the driveway", he said, adding that if the wind picks up and the rain keeps coming, that could change.

To hasten evacuations from coastal SC, officials switched traffic patterns so that all major roads led away from shore.

Some residents were resisting governors' calls to flee the region but remained fearful about the threats posed by the Florence.

Analytics firm CoreLogic predicts that the damage from Florence could be more than $170 billion - making it the most expensive hurricane to hit the continental U.S.

Unsure of what they might find when they return home, the couple went shopping for a recreational vehicle.

"It truly is really about the whole size of this storm", National Hurricane Centre director Ken Graham said.

Officials in New Bern, which dates to the early 18th century, said more than 100 people were rescued from floods and the downtown was under water by Friday afternoon. "We just need to figure out how to make it through".

Florence is now heading for ocean water that has surface temperatures of about 85 degrees, meaning it will most likely strengthen on its way to the East Coast. Tropical Storm Isaac was east of the Lesser Antilles and expected to pass south of Puerto Rico, Hispaniola and Cuba, while Hurricane Helene was moving northward away from land.
