The National Hurricane Center downgraded it to a tropical storm on Friday afternoon, but warned it would dump as much as 30 to 40 inches of rain on the southeastern coast of North Carolina and into the northeastern coast of SC in spots.

SC has reported its first death from Florence.

"Rivers are rising to unsafe levels, and the relentless rains will continue through the weekend", North Carolina Gov. Roy Cooper warned on Friday.

"The town is a mess, but for most people it will just be a matter of cleaning up", he said.

Florence's top sustained winds have weakened to 80kmh but it is projected to bring further catastrophic flash flooding.

Right now, the National Oceanic and Atmospheric Administration's National Hurricane Center is predicting that Florence will become a tropical storm tomorrow (Sept. 15) over SC, continue northwest to eastern Kentucky, then swing northeast and track over most of New England early next week. The storm has since been downgraded to a tropical storm.

But for many residents in the low-income communities most threatened by the storm's wake of devastation, evacuation was never a possibility.

With tropical storm-force winds swirling 350 miles wide, Florence continued deluging the Carolinas on Saturday morning after pushing surging seas far ashore.

The Cape Fear River has overrun its banks, allowing water to pour into the downtown area of Wilmington.

The deadly Tropical Storm Florence is so ferocious, it's uprooting everything, even tightly-bolted historic statues.

By midday, Florence had already claimed its first lives, when a tree crashed onto a home in Wilmington, North Carolina, killing a mother and her infant daughter.

The National Hurricane Center said a gauge in Emerald Isle, North Carolina, reported 6.3 feet (1.92 meters) of inundation.

The mayor said the pier made it through the storm on Thursday but did not survive the rough surf on Friday.

People around the Carolinas are being told that say they can buy flood insurance policy right now that will cover damage done by Florence, according to FEMA. That's enough to fill the Chesapeake Bay, or cover the entire state of Texas with almost 4 inches of water.

By Saturday afternoon, Swansboro, North Carolina had recorded over 30 inches of rain - and at least another foot was in the forecast.

FEMA teams were employing boats in the rescues and were determining which cases were the most severe. She was eventually rescued by a boat crew; 140 more awaited assistance.
