North Carolina Gov. Roy Cooper called Florence an "uninvited brute" that could wipe out entire communities as it grinds its way across land.

In the neighborhood where the mother and child died, resident Frank Hendrickson pointed to a tree that fell next door to him but spared a neighbor's house.

Some 11,000 power outages have been reported in North Carolina.

Donald Trump has issued a disaster declaration for North Carolina as Tropical Storm Florence continues to dump an "epic" amount of rainfall on the U.S. state.

The 18th century town, with a population of 30,000, has been badly flooded, with 4,200 homes damaged.

"These are folks who made a decision to stay and ride out the storm for whatever reason, despite having a mandatory evacuation", city public information officer Colleen Roberts said.

"Second, know that water is rising fast everywhere, even in places that don't typically flood".

Hurricane Florence lumbered ashore in North Carolina with howling 90mph winds and terrifying storm surges on Friday, splintering buildings and trapping hundreds of people in high water as it settled in for what could be a long and extraordinarily destructive drenching.

Forecasters said Florence's surge could cover all but a sliver of the Carolina coast under as much as 3.4 metres of ocean water, and days of downpours could unload more than 0.9 metres of rain, touching off severe flooding.

After a night of torrential rain, devastating wind and unsafe storm surges, the damage that Florence, now a tropical storm, brought to the Carolina coast is only now starting to fully reveal itself. About 400 people have been rescued.

Resident Jay Manning said he and his wife watched with alarm as water filled the street.

Photos and videos from around the region, and particularly North Carolina, showed the power that Florence contained as it came ashore, leading to rescues across the area.

Evacuation zones in Horry and Georgetown counties remain under the order.

A woman in Hampstead, in Pender County, died of an apparent heart attack after emergency crews could not clear debris to get to her. A 77-year-old man was apparently knocked down by the wind and died after going out to check on his hunting dogs, Lenoir County authorities said. Power outages are widespread including over 740,000 in North Carolina and 163,000 in SC. See social media posts from journalists and first responders.

Onslow County spokesman Cornelius Jordan said some visitors at the Triangle Motor Inn were able to drive away on their own, but emergency personnel had to take others to a safe location.

The National Hurricane Center downgraded it to a tropical storm on Friday afternoon, but warned it would dump as much as 30 to 40 inches of rain on the southeastern coast of North Carolina and into the northeastern coast of SC in spots.
