The instruction came following dozens of arrests by police involving people looting in the disaster zone around the seaside city of Palu, which has much of its buildings and houses decimated from the natural disasters.

The five-member team from French organization Pompiers de l'urgence said late Thursday its life-searching sensor "detected the presence of a victim" under thick concrete in the wreckage of the Mercure Hotel in Palu.

"We are perplexed and frustrated mostly". Now we have nothing at all.

"Yesterday we had a heart beat and sign of breathing, there were no other movements so it means it was someone who was motionless, confined", said Philippe Besson, president of the International Emergency Firefighters.

The U.N. says its humanitarian office is reporting that "needs are vast" following the natural disaster and tsunami in Indonesia, with people urgently requiring shelter, clean water, food, fuel and emergency medical care.

But some residents refused to give up hope. "If I was healthy, I would surely do it no matter what", Nugroho told reporters this week, even as he continues to hold daily press briefings, take journalists' calls and communicate on social media.

The official death toll has reached 1,424 with thousands more injured and more than 70,000 residents displaced from their homes.

The city, 1,500km northeast of Indonesia's capital, Jakarta, has teetered close to chaos this week, without breaks of looting, but a recovery was evident as some shops and banks reopened and a major mobile phone network was back up.

The province's only airport serving flights to Palu was not operating normally as part of its runway was cracked by the strong natural disaster that made it only capable of serving propeller planes, instead of large cargo aids deliverer planes. Figures for more remote areas were only trickling in, if at all. Officials have listed tents or shelter kits, water treatment, electric generators and medical supplies as immediate needs.

"It is a very severe disaster here that is going to take a long time to recover from", he said.

He said the government will ensure that affected children return to school within a month. Many more remain missing.
