China's response came one day after Pence on Thursday accused Beijing of waging an "unprecedented effort to influence American public opinion" ahead of critical congressional elections in November.

Pence was to address the issue, saying that the USA intelligence community has determined that China is targeting U.S. state and local governments and officials to exploit any divisions between federal and local levels on policy.

The remark was interpreted by some sections of the media as an attempt by the Trump administration to deflect from special counsel Robert Mueller's investigation into Russian "meddling" in the United States election and possible complicity on the part of the Trump campaign.

He pointed to a skirmish earlier this week in the South China Sea in which a Chinese navy vessel came within 45 yards of a USA warship on a routine mission to protect freedom of navigation.
