Malaysia's new government said it will abolish the death penalty for all crimes and halt all pending executions, a rare move against capital punishment in Asia that human rights groups hailed Thursday as a major advance.

Liew Vui Keong, a minister in the prime minister's department, said on Wednesday that amendments to the existing laws would be introduced in the next session, which begins on October 15.

The sentiments of the families affected by crimes such as murder must also be factored in by the Malaysian government, who plans to table the bill to abolish the death penalty as early as Monday, 15 October when parliament reconvenes.

In Malaysia, death penalty is a mandatory punishment for murder, drug trafficking, treason, and waging war against the YDPA.

"This is part of our election pledge and also in line with the move away from capital punishment in the rest of the world", he told The Associated Press.

In Malaysia, the death penalty carried out by hanging is mandatory for crimes such as murder with intent to kill, for trafficking excessive amounts of drugs and possession of firearms.

Among which are the European Union's High Representative for Foreign Affairs and Security Policy, the Secretary General of the Council of Europe, the Organization of American States and the Inter-American Commission on Human Rights.

"There is no time to waste - the death penalty should have been consigned to the history books long ago".

The ban on the death penalty affects the two women accused of murdering Kim Jong-Nam, the estranged half-brother of North Korean leader Kim Jong Il previous year.

The decision was welcomed by rights advocates and foreign diplomats.

Until the death penalty is abolished, a moratorium on it has been put in place, added the minister in the Prime Minister's Department.

"Once the death penalty is scrapped, Malaysia will have the moral authority to fight for the lives of Malaysians facing death sentences overseas", he added.

Only 23 countries retain the death penalty, with China believed to be the "world's top executioner", according to Amnesty International in its report last month on capital punishment in 2017.

As of now, 142 countries have abolished the death penalty in law or practice, Amnesty said.

"Our view is that executions should not be carried out".
