North Korea's "long-range missile bases expanding, even as a second summit with president Kim is in the works", Tapper said.

According to CNN, satellite footage shows the Yeongjeo-dong base is still active, and another base seven miles away is being upgraded.

Despite that site being known to the US intelligence community, images show in the past year, North Korea has significantly expanded to a nearby base.

"North Korea appears to have begun to expand the base significantly, starting with the construction of a new headquarters area in 2014", the report stated.

The images indicate North Korea was building a large underground facility in 2017 and it was still under construction in August 2018.

Denuclearizing the Korean Peninsula was the focus of the summit in Singapore last June between leader Kim Jong Un and President Donald Trump.

But diplomacy has since come to a halt amid disputes over a United States demand that North Korea first produce a full inventory of its nuclear weapons and take other denuclearisation steps before winning significant outside rewards.

"Absent mechanisms for the on-the-ground verification by inspectors, we can not confirm that North Korea has taken any other denuclearization steps at this time", he said. We continue to support the diplomatic process.

Officials from the Pentagon and the State Department told CNN that they could not discuss matters related to national intelligence.

According to intelligence officials in South Korea, the North has been operating a missile base in a border town close to China.

"That's why I think the president thinks that another summit is likely to be productive", Bolton said during the Wall Street Journal's CEO conference. "North Korea has a big job to do".

Bolton's comments Tuesday underscored the lack of progress the USA has made in moving North Korea closer to the complete, verifiable and irreversible denuclearization Washington is seeking and the concessions it has been making to Pyongyang, even as Trump has stressed the warmth of his relationship with Kim. Analysts said that by relaxing its demands ahead of a second summit, the U.S. may have blinked first.

Kim announced the dismantlement of a nuclear facility at another site in Nyongbyon at a summit with South Korean leader Moon Jae-in in September. "These shelters are similar to the ones seen at the older portion of the Yeongjeo-dong base".
