"The upper deck on the bus was compromised and several people were trapped on the upper level for a period of time", the news release said.

He went outside and came across a "chaotic" scene, with at least 30 emergency vehicles, including seven or eight fire trucks, and lots of police and bystanders, he said.

Two of the victims were passengers on the bus.

OC Transpo, which is in charge of Ottawa's public transportation, tweeted on its verified account, "Buses are being detoured as a result" of the collision.

An investigation was opened to determine the cause of the crash, police said, adding that the bus driver was detained "and will be interviewed".

"The safety and the security of our transit system and our riders is our top priority", he said.

"You could see the entire front portion of the bus had been demolished or cut away, and firefighters were on ladders cutting out the top floor windows", he said. I know that the people of Ontario have them in their hearts tonight.

Josh Chamberlain was on a bus pulling into the station and witnessed the aftermath of the collision. Video from CNN partner CTV News showed multiple emergency vehicles at the Westboro Station.
